bills. but that was not possible. in fact, the obama administration's lack of transparency and failure to meaningfully consult with congress rendered that impossible. as we continue to try to work with the obama administration to develop policies and advance legislation which create economic growth and open new markets for u.s. workers and job creators, the administration must engage in meaningful consultations. accordingly, i would expect that the way that the tajikistan accession has been handled by the obama administration will be an exception and not the norm regarding future consultations. to help ensure that is the case, i will soon sending a letter to the office of the u.s. trade representative with some detailed questions regarding their consultations with congress and the private sector trade advisory committees. it is vitally important that we bring more transparency to this process, so i sincerely hope we receive a detailed and substantive response soon. i also hope we can soon begin t have a meaningful discussion with the administration about their plans for renewing trade

are continuing their fight against the affordable care act. obama care. governor chris christie of new jersey became the latest republican governor to reject the creation of a state-run health care exchange today. christie vetoed a bill that would have started the process. instead, leaving the implementation up to the federal government. christie says the federal government failed to provide the answers he needed to make a fiscally sound decision. the move came after christie met with the president at the white house to discuss federal disaster relief. the state health insurance exchange is a key component to the obama care. it allows millions of middle class households as well as small businesses to shop for private insurance. states must decide by next friday if they want to set up their own exchange. they will -- they were allowed more time to mull over the decision after many republican governors delayed action. perhaps expecting a different outcome to the presidential election. new jersey is just the latest state with a republican governor to on the for the federal government to step in

.b.o.'s estimate on the rate of inflation. the bill provides funding for the coast guard of levels that will reverse the irresponsible cuts proposed by the obama administration and will ensure the service has what it needs to successful conduct its missions. the legislation includes critical provisions that will have the coast guard and its service members greater parity with the counterparts in the department of defense, something we've worked very hard to achieve. h.r. 2838 has reforms and improvements to the coast guard's acquisition programs and activities. the bill encourages job growth in the maritime sector by cutting e.p.a., t.s.a. and coast guard regulatory burdens on small businesses. finally, the bill enhances the security of u.s. vessels and cruise transiting high-risk waters, re-authorizes the national security aspects of the maritime administration for fiscal year 2013, and makes several important improvements to noaa's marine debris program, as noted by mr. larsen. h.r. 2838 was put together in cooperation with the minority and with our counterparts in the senate. i'

support. i want to thank president obama for moving this recommendation forward. i also hope that before the senate adjourns, we approve four other california nominees who are awaiting confirmation. fernando alguin, john tigger, bill orrick, and troy nunley. all are nominated to sit on courts that are considered judicial emergencies. and so, mr. president, my last comments have to do with the fiscal cliff. and i stand here 21 days before tax cuts on all americans are going to rise. and they will go up an average $2,200 on an average middle-class family. that's the bad news, they're going to rise. here's the great news. the great news is, the senate already passed legislation to fix the problem. and guess what? we didn't do it yesterday or the day before yesterday. we saw it coming and we passed it on july 25, 2012. we passed the middle class tax cuts. my understanding is we took care of the a.m.t. and the fact is, that you will has to happen -- and the fact is, all that has to happen is for the those take up our bill. if they take up our bill and they pass our bill, we will see everyone
